The NJ State Health Benefits Ombudsperson is a benefit negotiated under our CWA-State of NJ contract to provide direct assistance and education to CWA members with healthcare issues. Local 1036 members have a dedicated Ombudsperson to help resolve disputes and problems with health insurance, help reduce costs for the member and the State, and create better healthcare outcomes.

NJ State Workers in CWA have access to several medical plans. The default plan is the "CWA Unity PPO" plan, named Horizon NJ Direct / NJ Direct 2019 and Aetna Freedom / Freedom 2019.

NJSHBP Direct Primary Care Program
The NJSHBP Direct Primary Care program offers primary care at no additional cost, with locations all across the state.
The Direct Primary Care program is available to employees, non-Medicare retirees, and dependents covered under the following SHBP/SEHBP plans:

- Horizon CWA Unity DIRECT plans
- NJ Educators Health Plan
Direct Primary Care doctors provide a full range of services including preventative, urgent, and sick care, health and wellness coaching, chronic disease management, and care coordination.
